Connect through TeamViewer and just open up a Chrome tab with Hulu Plus, Netflix, Amazon, YouTube or whatever it is you want to cast and just go for it! You just turned your Windows Phone/Surface/Tablet into a remote control for your Chromecast, albeit through a very convoluted way.
